Staffers respond with multiformat report after limo crash kills 20

The short item that moved on the Associated Press’ New York state wire Saturday night about a two-car crash involving a limousine in the upstate town of Schoharie was hardly remarkable. It included the line: “State police said only that the crash happened just before 2 p.m. ... and caused “multiple fatalities.”

Then came the shocking update from the State Police the next morning: 20 people were killed in the crash, making it the deadliest traffic incident in the United States in more than a decade.

That triggered a coordinated multiformat response that leveraged the AP's resources in New York State and beyond, leading all coverage of the tragedy.

AP: States passing tough abortion laws often have weak social programs

collaborated with a team of AP state reporters on an analysis of federal data, finding that states passing the toughest abortion restrictions are generally the most challenging places for people to have and raise children. With the U.S. Supreme Court widely expected to roll back abortion rights later this year, the data and reporting revealed a weak network of social services in many of these states for women who become pregnant and may be unable to obtain an abortion.AP’s analysis, led by data journalists Fassett and Lo, looked at seven social safety net measurements collected by the federal government; visualized in an engaging interactive by the data team’s Gorman. The reporting team, led by Utah statehouse reporter Whitehurst, interviewed parents, researchers and nonprofit groups that provide support to pregnant people, new parents, infants and young children. And while the data overwhelming showed that Republican-controlled states with strict abortion laws performed the worst on these social services, the reporting also came with the important caveat that a few Democratically controlled states with more permissive abortion laws also measured poorly in some categories.Read more

Diversifying pot: How some states are luring minorities into the legal business

For years, marijuana arrests have put minorities in jail at a disproportionately higher rate than whites. Now that recreational marijuana is legal in eight states, the majority of those who benefit most from the profitable industry are white.

Reporters Janie Har, from the Associated Press Race & Ethnicity team, and Bob Salsberg, from the Massachusetts statehouse bureau, set out to explore this dichotomy and how local governments are responding to it.

For their compelling explanation of the cannabis racial divide, Har and Salsberg receive this week’s $300 Best of the States award.

Under radar, Florida spent about $250M on private lawyers, fees

AP Tallahassee reporter Gary Fineout started noticing how often Florida under Republican Gov. Rick Scott was losing court cases over its policies and was forced to pay opposing attorney fees. He decided to start a tally. But those fees would be just the tip of a quarter-billion-dollar iceberg. The money the state spent on private law firms to defend itself dwarfed that initial amount.

Getting that overall tally was the hard part. When Gary asked what was spent on outside legal counsel during Scott’s half-dozen years in office, the state attorney general told him: “We do not have that information."

So, Gary set out to search through the documents himself, revealing the true cost to taxpayers. For bringing to light a huge chunk of opaque spending and hold state leaders to account, Gary wins this week’s Best of the States.

It’s one of the most important lessons of investigative journalism: One good story can lead to another. Don’t give up after the first round. Keep digging.

That’s what Mitch Weiss of the national investigative team did after his explosive first story on the Word of Faith Fellowship. His follow-up story earns the Beat of the Week.

It took Weiss many months to persuade 43 former members of the Fellowship to open up – on the record and identified – with stories of adults and children being slapped, punched, choked and slammed to the floor in the name of the Lord. But getting so many of the reluctant ex-congregants to talk was only the start of his journalistic journey.

Minnesota: Projecting the GOP health plan's statewide impact

It’s no secret that the repeal and replacement of Obamacare could have a significant impact both on those holding insurance and on the finances of states that have embraced the health care law. But over the last few months, few details had emerged on what that precise impact might be.

In an “Only on AP” story, St. Paul, Minnesota, statehouse reporter Kyle Potter revealed that Minnesota officials were bracing for additional costs that could reach $6 billion by 2029 to maintain a low-income health care program that covers more than 900,000 state residents. For providing one of the first concrete glimpses into the possible ramifications states envision, Potter wins this week's Best of States recognition.

Strong source work nets APNewsBreak in self-driving car showdown between Uber and Calif. officials

Los Angeles reporter Justin Pritchard has made the fledgling “autonomous vehicle” industry a sub-beat and has developed sourcing that has produced a number of significant beats for AP. When he heard Uber would begin picking up San Francisco passengers in its self-driving cars, he saw a confrontation brewing with California regulators and the opportunity for another scoop.

Uber had decided not to abide by a requirement to get a permit before starting its service in its hometown. Uber’s aggressive approach in San Francisco crashed a delicately crafted regulatory truce _ the 20 other companies testing prototypes on public roads applied for the permit before hitting the streets, and agreed to report crashes and other safety metrics.

The cars Uber was bringing to San Francisco seemed just the kind that would need a permit, but the leader of Uber’s self-driving program ­_ Anthony Levandowski _told Pritchard in an interview the day before the launch that they didn’t. He argued that because a person was behind the wheel to monitor the car, it was not advanced enough to need a permit.

Lack of choice in health insurance markets a growing problem

The Affordable Care Act, better known as Obamacare, is one of the most divisive political issues in America. So when word began circulating last summer of potential double-digit premium hikes, Washington health care reporter Ricardo Alonso-Zaldivar knew he'd have a major story on his hands. With those price hikes would come renewed fears insurers would leave the program.

Looking ahead to the autumn release of the data, Alonso-Zaldivar and data journalism Meghan Hoyer starting laying the groundwork for AP to offer something distinctive, that no other news organization would have.
