Got guns? Sourcing, data and subject expertise reveal record 300,000 rejected U.S. gun sales

At a time when gun sales in America are reaching record highs and political divisions run deep, Salt Lake City reporter Lindsay Whitehurst has become a recognized authority on shifting weapons laws at the state level. She has cultivated sources on both sides of the issue and earned a reputation as a fair and accurate interpreter of the national schism over guns.

That’s why, after working for months with sources at Everytown for Gun Safety, a major player in the gun control lobby, the nonprofit turned to her with a trove of exclusive records on attempted firearms purchases that were denied by the FBI last year.

Whitehurst dove into the FBI data that showed gun sale rejections at an all-time high. Nearly half of the denials were for convicted felons, at a time when fights for universal background checks continue to fail. And although lying on a firearms background check is a federal offense, Whitehurst also learned that such cases are rarely prosecuted, raising the questionof why — in a volatile America — authorities are not investigating those who try despite being banned.

For probing these questions, and her leadership on a beat that touches on some of the nation’s most fundamental and contentious rights, Whitehurst earns AP’s Best of the Week award.

Years in the making, AP’s ‘AWOL Weapons’ investigation prompts immediate Pentagon reaction

Ten years ago, Kristin M. Hall noticed several cases in which U.S. troops stole military guns and sold them to the public. Hall, a military beat reporter at the time, then fired off the first of many Freedom of Information Act requests. The Army, however, refused to release any records and the story could easily have ended there, with Hall moving on to become a Nashville-based entertainment video journalist focused on country music. Yet, she kept at it.

Last week, Hall’s decade-long journey — and the work of a host of others on the global investigations, data and immersive storytelling teams — paid off in “AWOL Weapons,” a multilayered, visually rich project revealing that at least 1,900 military weapons — from handguns to rocket launchers — had been either lost or stolen during the 2010s, with some used in street violence in America.

Two days after publication, the Pentagon’s top general and the Army each said they would seek systematic fixes for the missing weapon problem, and through a spokesman, the chairman of the Joint Chiefs of Staff called AP’s investigation “another example of the free press shining a light on the important subjects we need to get right.”

AP Exclusive: Secret panel investigating Louisiana State Police unit’s treatment of Black motorists

From the very beginning of Jim Mustian’s stellar reporting on the death of Black motorist Ronald Greene, he has been driven by two main questions: What really happened to Greene on the night of his 2019 arrest? And was this a pattern of how Louisiana state troopers treated Black motorists?

Mustian answered the first last month when he obtained body camera video showing troopers stunning, choking, punching and dragging the unarmed Greene as he apologized and begged for mercy. 

And he began answering the second this past week when he exclusively reported that the Louisiana State Police has convened a secret panel to investigate whether Troop F — the same unit involved in Greene’s arrest  — was systematically targeting other Black motorists. Mustian’s detailed reporting and solid sourcing turned up new cases and new video, and he landed the first-ever interview with one of the victims. 

His scoop scored with heavy play and strong engagement. For dogged reporting to keep the AP ahead on a searing case of racial injustice and its continuing fallout, Mustian earns this week’s Best of the States award.

teamed up to provide exceptional coverage in all formats of the final verdict for Bosnian Serb military chief Ratko Mladic, in which U.N. judges rejected his appeals on charges of orchestrating genocide, crimes against humanity and war crimes, affirming his life sentence.Chief correspondent Corder worked closely with AP colleagues in the Balkans in the days leading up to the verdict to prepare for all the possible outcomes, preparing alerts and urgents for each, as well as for the possibility that victims’ groups could leak the verdict early. Knowing that the victims’ representatives are not always accurate, Corder held off on the alert until AP had the full verdict from the judges, and other major world media followed his lead.Photographer Dejong, who had covered Mladic’s appearances at the court over several years, patiently waited for the one moment during the long verdict when the ex-commander made a hand gesture — holding up his fingers as if clicking a shutter to mimic the photographers fixed on him. AP team in Ethiopia's Tigray region documents Eritrean atrocities

overcame government intimidation and security challenges to report from the ground on atrocities in Ethiopia’s Tigray region: Despite official denials, Eritrean soldiers are firmly entrenched in Tigray, brutally gang-raping women, killing civilians, looting hospitals and blocking food and medical aid. The coverage was funded by a grant from the Pulitzer Center on Crisis Reporting.Undeterred by initial difficulties obtaining visas for Ethiopia and then permission to visit Tigray, the all-formats team made their way to Mekele, where trustworthy local resources, including fixers, translators and drivers willing to be seen with foreign journalists needed to be found. Then the work of reporting began. Documenting cases of abuse was no easier, with roads blocked by troops at every turn. Exclusive data analysis, reporting on child abuse reveal worrying pandemic trend, heartbreaking tale

A true multiformat team of AP journalists produced this Only on AP piece by tracking down data on child abuse from every state to reveal a worrying trend: Reports of abuse are down while signs of severity are up. The team complemented that dogged data work and hard news with the tragic story of one girl who fell through the cracks during the pandemic. 

Acting on information sourced by video journalist Manuel Valdes, Seattle reporter Sally Ho coordinated the 50-state data survey and an ambitious analysis with data journalist Camille Fassett. Ho also read through hundreds of child abuse reports to find the case of 9-year-old Ava Lerario, killed by her father in a small Pennsylvania town. Ho worked with Philadelphia photojournalists Matt Rourke and Matt Slocum, and New York video journalist David Martin, to tell the story of about how the system failed Ava. 

The team’s deeply reported package drew remarkably high reader engagement, and many news outlets localized the work using AP’s data distribution.

Smart reporting puts AP ahead on indictments in spa killings

was far ahead of even local media in reporting the indictment of the man accused of killing eight people at Atlanta-area massage businesses, answering a key question in the case: whether the district attorneys in two counties where the shootings occurred would seek the death penalty and/or enhanced penalties under Georgia’s hate crimes law. Atlanta reporter Brumback had learned from sources that both counties would likely present their cases to grand juries the same day; she worked up prep for no fewer than eight different scenarios, then began checking Fulton County’s court website. The indictment showed up — with notice of intent to indeed seek hate crime charges and the death penalty. Brumback quickly obtained the document from court clerk sources, then turned to her prep reporting for the story.Meanwhile, she had asked South Desk editor R.J. Rico to keep checking Cherokee County’s court website. When the Cherokee County indictment did turn up, the pair worked together to expedite that news. As other reporters asked questions regarding Cherokee County’s indictment at the news conference, AP’s update was on the wire.AP’s reporting was more than half an hour ahead of local media, and national outlets were even further behind. reported that thousands of retired Black professional football players, their families and supporters are demanding an end to the use of “race-norming,” a practice the NFL has insisted on using in the league’s $1 billion brain injury settlement. Black NFL players delivered some 50,000 petitions to a federal court to end the practice.The algorithm used by the NFL assumes Black men start with lower cognitive skills. They must therefore score much lower than whites to show enough mental decline to win an award. The practice went unnoticed until 2018.Dale and Smith recognized that the story extends far beyond sports and money, to discrimination and racial injustice. Their deeply reported story quotes neurology experts who said the practice, sometimes used in medicine as a rough proxy for socioeconomic factors that can affect a person’s health, should not be used in the settlement because it has the effect of systematically discriminating against Black players. AP: WHO knew of sex misconduct by personnel in Congo

revealed that, contrary to World Health Organization claims, WHO senior management did know about at least two cases of doctors accused of sex abuse and misconduct during the Ebola outbreak in the Democratic Republic of Congo, but did not fire or even apparently discipline them.Health and science reporter Cheng advanced the story by putting names, for the first time, to the implicated doctors and a senior manager. She discovered that WHO managers even witnessed an agreement in which a WHO doctor agreed to pay a young woman he had allegedly impregnated.While Cheng worked with her sources, Congo stringer Kudra Maliro tracked down several alleged victims of both doctors, adding text and images. Milko and Gelineau worked with a brave stringer in Myanmar who identified more than 20 cases of abductions. Those, along with the contributions of another courageous stringer, supplied the story’s main subjects. The pair also analyzed more than 3,500 arrests collected by a non-profit group, revealing that many of the disappeared were young men and boys, and that in most cases their families did not know where they were.The story broke ground not only in terms of news, but in the previously unreported depth and detail of the cases they described. Milko and Gelineau also took particular care not to put either our staffers or our sources into danger. Their reporting did not rely on our staff in Myanmar, and they used Milko’s location, Jakarta, as the dateline. delivered a 20-minute beat on the news that four former officers involved in the death of George Floyd were indicted on federal civil rights charges — an unusual move for the Justice Department because three of the officers haven’t faced state trial yet.Balsamo had learned that the federal charges were imminent, and Forliti worked her sources to get the full story: off-the-record details about the still-sealed indictment that allowed her to write robust, fully-formed prep. She was even tipped off that the charges would drop early Friday morning.But when that didn't happen, a source quietly tipped Forliti to phone into a federal hearing happening live. The officers were appearing in federal court, with the charges still sealed. The AP pair — possibly the only reporters listening during the hearing — put out a fast cover story that the former cops were facing federal charges. Balsamo then went to his sources, asking them to send the indictment, because, while it hadn’t been made public yet, he had heard the judge order it made public. AP soon had the indictment. He and Forliti filed alerts, writethrus loaded with context and a full story within 15 minutes. Forliti also filed a video brief on the charges. Meanwhile, no one matched their story for a full 20 minutes, and major national publications were 40 minutes or more behind the AP.
