leveraged years of source building and evenhanded reporting on opioid litigation in the U.S., securing rare access in all formats to an unprecedented federal court hearing in the most high-profile opioids case in the U.S.In the virtual hearing, people who had become addicted to opioids, and the parents of children lost to addiction, would finally confront members of the family that owned Purdue Pharma, maker of OxyContin. Mulvihill overcame federal court restrictions to get full access to the Zoom link for the hearing, and he leaned on his relationship with victims’ attorneys to have a multiformat team at a law firm as victims made emotional statements to members of the Sackler family. Accounting and Accountability: AP follows the money, finds most ‘rescue’ funds unspent

Earlier this year, states and cities across the country pleaded for a pandemic “rescue” plan to avoid a fiscal cliff, and they got it: $350 billion from Washington for local and state governments. Five months later, AP State Government Team reporter David Lieb dug into the data, state by state, city by city. He found that states overall had spent just 2.5% of their initial allotment while large cities spent 8.5% — not such an emergency after all.

It was a dramatic finding from an ongoing series of accountability stories led by AP’s state government and data teams tracking hundreds of billions of dollars in pandemic aid.

As Lieb gathered and analyzed the reports, data journalist Camille Fassett prepared the information for wider distribution to customers who used it for their own localized reporting.

Play for the story was outstanding. It landed on the front pages of dozens of AP’s biggest customers, online and print, and drew readership on AP News. For distinctive accountability journalism that delivered on both the national and local level, Lieb and Fassett earn AP’s Best of Week — First Winner.

AP reporting reveals some front-line health care workers balking at COVID vaccine

The AP team of Bernard Condon, Matt Sedensky and Carla K. Johnson assembled the most detailed national look yet at one of the most vexing snags in the coronavirus vaccine rollout: Surprising numbers of health care workers — who have seen firsthand the misery inflicted by COVID-19 — are refusing the shots.

The deep reporting, with contributions from colleagues across the country, found the paradox occurring in nursing homes and hospitals, with some individual facilities seeing a refusal rate as high as 80%. The story, one of AP’s most-read on an extremely busy news week, quoted both health workers expressing fears of vaccine side effects and frustrated facility administrators.

For bringing to light an important part of the stumbling early rollout of the much-anticipated vaccine, Condon, Sedensky and Johnson win this week’s Best of the States award.

Conspiracy, lies and social media: AP finds state, local GOP officials promoting online disinformation

After the deadly Jan. 6 insurrection at the U.S. Capitol, investigative reporters Garance Burke, Martha Mendoza and Juliet Linderman wanted to know if local, county and state Republican officials across the country were continuing to amplify online messages similar to those that had inspired the riot, and what they hoped to accomplish by doing so.

The trio turned to data journalist Larry Fenn, AP statehouse reporters and a comprehensive archive of the Parler social media platform. A third-party algorithm matched public officials to their Parler accounts, allowing an unprecedented look at GOP officials’ unfiltered posts on the right-wing aligned site. The analysis of Parler and other alternative platforms identified a faction of lower-level Republican officials that have pushed lies, misinformation and QAnon conspiracy theories echoing those that fueled the violent U.S. Capitol siege.

For harnessing the power of social media analysis, data science and AP’s state-level expertise to reveal how lies and misinformation from the 2020 election have reached deep into the GOP’s state apparatus, Burke, Mendoza, Linderman and Fenn win AP’s Best of the Week award.

Lebanon-based team first to interview Islamic State detainees in Syria

An Islamic State cell notorious for beheading western hostages has become a major story line surrounding the terror group and its murderous onslaught in Syria. The arrest of members of the four-person cell – nicknamed “the Beatles” because of their British accents – led to heightened interest among readers and AP clients.

So it was big news and a major scoop for the AP when an all-formats team made up of reporter Sarah El Deeb, video journalist Andrea Rosa and photographer Hussein Malla obtained the first interview of two men identified as surviving members of the infamous cell.

El Deeb had been working a source for access to foreign fighters detained by Kurdish forces in Syria. When AP finally received access, the detainees were at first reluctant to talk on the record. The Lebanon-based team kept pressing, and ultimately got them to agree to an audio interview, with photos. The interview generated huge interest and dominated headlines, particularly in Britain.

For pushing to make AP the first news organization to interview two suspects alleged to have participated in some of the Islamic State’s group’s most notorious crimes, the team of El Deeb, Rosa and Malla share this week’s Beat of the Week award.

Accountability reporting uncovers taxpayer-funded anti-abortion centers, racial disparities in access

With the continued weakening of state laws protecting women’s rights to abortion in the U.S., the AP’s strong coverage of abortion continues with two stories earning Best of the Week for impressive state accountability reporting and analysis.

A story that surfaced in Tennessee, finding federal dollars being spent on nonprofits aligned with the anti-abortion movement, revealed that legislatures in about a dozen U.S. states were funneling millions of taxpayer dollars to so-called crisis pregnancy centers that are typically unlicensed and have been accused of engaging in misinformation campaigns targeting pregnant women.

A second story focused on racial inequities in access to abortion, an idea sparked by an observation during a visit to the Shreveport, La., abortion clinic where almost every woman in the waiting room was Black. The all-formats package showed how minority women in states where abortion is under attack have the most to lose if Roe v. Wade is overturned.

Both stories drew strong play on AP News and customer platforms.

A photographer’s unique vision merges past and present for front-line nurses

With the U.S. slowly emerging from COVID-19, it might be easy to assume that the pandemic will soon be in the past, but for many, particularly health care workers, the trauma of what they experienced while caring for deathly sick patients will be with them for years to come.

To capture the idea that the past can be part of the present, Los Angeles photographer Jae Hong focused on intensive care nurses at a Southern California hospital who had taken care of extremely ill COVID patients and, despite all efforts, had lost many. That ward closed this spring, but the memories endure for these nurses.

Hong’s approach called for a photo technique not typically used in reporting the news: He made multiple exposure portraits of 10 of the nurses in the hospital, resulting in haunting images that show each nurse both in the photo, the present, and seemingly somewhere else in the past.

Accompanied by revealing interviews, the piece played widely in the U.S. and beyond, and attracted attention on social media.

For arresting, interpretive photography that evokes the lingering effects of the pandemic on these front-line medical workers, Hong earns this week’s Best of the States award.

After a prominent Philadelphia neurologist was charged with groping several patients at his clinic, Pennsylvania reporter Michael Rubinkam began digging into the neurologist's past to see if he had been accused of wrongdoing elsewhere.

Reviewing documents in three states, and checking with medical centers and law enforcement, he was able to determine that at least 17 women in Pennsylvania, New York and New Jersey have stepped forward to accuse Cruciani of sexual misconduct that goes back at least a dozen years. Two days after Rubinkam’s story ran, Cruciani pleaded guilty to groping seven patients.

For reporting exclusively that Cruciani has left behind a trail of sex abuse claims in at least three states, and obtaining powerful accounts of how he was able to prey on vulnerable patients, Rubinkam wins this week’s Best of the States award.

AP reveals threat of abandoned, leaking oil and gas wells in US

teamed up in all-formats to highlight the environmental crisis of an estimated 2 million abandoned oil and gas wells in the United States.Overcoming the reluctance of landowners fearful their property values would decline if they went public, energy and climate reporter Bussewitz found a fourth-generation Texas rancher who described her beloved land as a “swiss cheese of old oil wells that are just falling apart.” Bussewitz shared the byline with national writer and visual journalist Irvine, who shot video of the site where the rancher had moved 600 head of cattle that may have drunk contaminated water, then combined it with drone footage from the ranch, along with historical photos and footage of abandoned wells. AP reporters from three different teams broke distinctive, significant stories on the continuing drug overdose crisis in the U.S., which has been overshadowed this year by the coronavirus pandemic:

— A state-level report showing that overdose deaths are on pace to reach an all-time high this year, and that overdoses increased after the virus began spreading in the U.S.— An accountability story on President Donald Trump’s handling of the opioid crisis, and how the issue has been overlooked in the presidential race.— A major scoop on a settlement between the federal government and Purdue Pharma, complete with details of criminal charges and the $8 billion settlement. 

But the depth of coverage didn’t end with the major news beats. All three stories put victims at the center of the reporting.

For years, marijuana arrests have put minorities in jail at a disproportionately higher rate than whites. Now that recreational marijuana is legal in eight states, the majority of those who benefit most from the profitable industry are white.

Reporters Janie Har, from the Associated Press Race & Ethnicity team, and Bob Salsberg, from the Massachusetts statehouse bureau, set out to explore this dichotomy and how local governments are responding to it.

AP documents the surge in non-COVID deaths due to nursing home neglect

An exclusive analysis conducted for AP showed that in the shadow of the pandemic, a quiet surge in non-COVID “excess deaths” in U.S. nursing homes could top 40,000 above and beyond what is normal. 

To find out why, the AP team of reporters Matt Sedensky and Bernard Condon, with video journalist Allen Breed and colleagues, interviewed nursing home authorities and family members, documenting severe cases of neglect and prolonged isolation for residents not infected with the virus, much of it due to chronic understaffing. The text story and video piece received prominent play and were among the most widely viewed on the AP News app on the day of publication. 

For exposing a grim consequence of the pandemic affecting an already vulnerable population, the team of Sedensky, Condon and Breed earns this week’s Best of the States award.

AP reveals that Barrett was trustee for schools with anti-gay policies

Supreme Court nominees are scrutinized for signs of how they may vote on important issues, but Amy Coney Barrett’s jurisprudence told little about her views on gay rights.

Reporters Michelle R. Smith and Michael Biesecker knew that Barrett’s ties to People of Praise, a religious group with anti-gay views, could be an important part of her confirmation process. Through dogged reporting and source work they were able to show that Barrett was a trustee at People of Praise-run schools that had anti-gay teachings. 

Their story had an immediate impact in the run-up to her Oct. 26 Senate confirmation. For thorough and groundbreaking reporting on the tightly held views of a justice likely to sit in judgment of high-profile gay rights cases, Smith and Biesecker win AP’s Best of the Week award.
